Ghadafi telah membuat perubahan yang besar kepada penduduknya.. banyak jasa beliau pada rakyat Libya..
antaranya adalah :
1. Elektrik percuma untuk semua rakyat.
2. 1 liter minyak cuma Euro 0.08 ( kurang RM 1 seliter)
3. Cukai yang sangat minimum kepada rakyat jelata
4. Pelajar yang melanjutkan pelajaran keluar negara menerima gaji 1627 Euro sebulan
5. Pelajar akan terus menerima gaji sehingga mendapat pekerjaan tetap.
6. Setiap keluarga yang berdaftar akan menerima Euro 300 sebulan.
7. Mendapat tanah dah sejumlah wang untuk pasangan yang baru mendirikan rumah tangga.
